CCISD board of trustees to meet Aug. 16, will discuss upcoming purchases, emergency operation plan, November 8 election

The Copperas Cove Independent School District Board of Trustees will meet Tuesday evening at 6:30 p.m. for their regular meeting, where they will consider several purchases exceeding $25,000 before moving to consider several other action items, including an election order for the Nov. 8, 2022 election.
The meeting will take place in the board room of the district’s administration and training building, located at 408 S. Main St.
The board of trustees will take action on adoption of an election order for the Copperas Cove ISD Board of Trustees for November 8, 2022.
Three trustee positions will be on the ballot, including Place 3 (currently occupied by Mike Wilburn), Place 4 (currently occupied by Joan Manning), and Place 5 (currently occupied by Jeff Gorres) will expire on November 8, 2022.
Thus far, both incumbents for Places 3 and 4 have filed to run for reelection, and Heather Copeland has filed to run for Place 5. Applications for the ballot will be accepted by the district through Monday, Aug. 22, at 5 p.m.
The board will also take action on approving the Emergency Operation Plan for Copperas Cove ISD , which has been revised to include new state mandates, including information regarding the Safety and Security Committee, Continuity of Operations Annex, Infectious/Communicable Disease Annex, Evacuation Annex, Outdoor Stadium Annex, and the Active Threat Annex.
The board will consider an action to adopt a resolution and a real estate donation agreement for the donation of a 1.98-acre tract of land simulated in the W.T. Whitley Survey, Abstract 1133, Coryell County, Texas. This tract of land is part of a 110.540-acre tract of land.
The board of trustees will consider approving the partnership agreement between CCISD and the Boys and Girls Clubs of Central Texas (BGCTX).
As a result of this agreement, CCISD will provide transportation to Boys & Girls Clubs of Copperas Cove Unit from Elementary Schools and to home from the BGCCC after programming; provide financial support to BGCTX for staffing rate of $13 per hour for program staff; and in order to minimize financial burden on parents to participate the program, CCISD will pay $30 Monthly Activity Fee per student to BGCTX, according to the agenda packet.
The meeting’s consent agenda includes several purchases exceeding $25,000, including the 2022-2023 Region 12 Education Service Center Contract in the amount of $84,706.81; the SMART Tag Renewal in the amount of $37,682.00; the renewal of Frontline Education Software - District Wide Software License for absence and substitute management, IEP eStar, Section 504 program management, SIS Integration, time and attendance management, Central Solution, recruiting and hiring in the amount of $113,593.66; the renewal of Skyward Software Licenses for financial management, payroll, employee access, Crystal Reports maintenance, and student management, in the amount of $149,883.36; the ISCORP (Integrated Systems Corporation) - Skyward Software Hosting in the amount of $28,847.40; TASB Risk Management Fund - 2022 - 2023 Unemployment Compensation, Workers' Compensation, Property, Auto, School Liability, and Privacy and Information Security insurance coverage in the amount of $739,567; the contracts with Eldri Marshall and Margo Pace for Special Education Physical Therapy Services in the amount of $100,000; the purchase of LETRS curriculum and training from Lexia Learning Systems in the amount of $76,575; the renewal of STEMscopes science instructional materials and curriculum for grades K-12, in the amount of $37,220.40; the purchase of the Breakthrough Coach Program in the amount of $34,410; and the installation of security and safety film at various campuses, in the amount of $133,290.86.
Tuesday’s agenda also includes a notice of the district’s upcoming meeting to discuss the district’s budget and proposed tax rate.
The meeting will be Aug. 30, 2022 at 6 p.m. in the board room at 408 S. Main St. and will be for budget discussion and discussion of the tax rate. This is a public meeting, and public participation in the discussion is invited, according to the notice.
The proposed tax rate is a total of $1.0192 per $100 valuation, which is lower than the current tax rate of $1.04092 per $100 valuation.
The $1.01.92 is the Voter-Approval Rate, which is the highest tax rate that the district can adopt before requiring voter approval via an election.
The district’s tax rate is broken into two different tax rates: Maintence and Operations (M&O) and School Debt Service Tax Approved by Local Voters (also referred to as Interest and Sinking or I&S).
The M&O portion of the proposed tax rate is $0.9429 per $100. The Debt Service portion of the proposed tax rate is $0.0763 per $100.
This rate would bring in $2,837 in local revenue per student and $7,576 in state revenue per student.
The current year’s rate brought in $2,350 in local revenue per student. There was $7,951 in state revenue per student.
