Alzona to be sworn in, council to discuss float storage

Copperas Cove city councilmember-elect Shawn Alzona will take the oath of office for Place 3 during the Copperas Cove City Council workshop meeting on Tuesday, Jan. 4.
The workshop meeting begins at 5 p.m. in the Council Chambers at the Technology Center located at 508 S. 2nd St., with the regular council meeting beginning at 6 p.m. or 10 minutes after the workshop meeting concludes. 
The meeting can be viewed live on the local government access channel, Spectrum Channel 10 or the city’s YouTube channel at https://www.youtube.com/channel/UCIHkZ_Fwq-Y0iRkNU1-fM8w. People can also attend the meeting in person. Citizens will have the chance to speak during Citizen’s Forum during the regular meeting, for a time not to exceed five minutes per individual. 
Also during the workshop meeting, the city will be recognizing three employees: Chris Tucker (Chief Building Official), Joseph Raj (patrol officer with Police Department), and Mike King (Fleet Services Superintendent) for their years of service to the city. 
City Council will also hear a presentation from the city manager of the 2021 City of Copperas Cove Citizen Engagement and Priority Study during the workshop meeting. 
The council will discuss and consider action on the storage of the Five Hills Scholarship Pageant parade float (and other parade floats) during their regular meeting which begins at 6 p.m. 
The city council had approved the purchase of the professionally constructed parade float for $20,000, and it was completed and delivered in late 2017. The Five Hills Scholarship Pageant program has maintained, changed, updated, and used the float since that time. The float was stored in the old Fire Station #2 up until the demolition of the building last year. 
On Tuesday, the council will discuss the status of the Five Hills Scholarship Pageant and whether a storage facility for the parade float should be constructed and budget allocated from fund balance for the construction of a storage facility. 
Another float which represents the city was constructed by Keep Copperas Cove Beautiful commissioners and city funds were used to construct that float out of the KCCB operating budget. It has been stored, since its construction, at the city’s Solid Waste Transfer station. 
The city council will holding the second public hearing on an ordinance amending the fiscal year 2021-2022 budget for the city, which has a General Fund expenditure increase of $163,306 for the contract with Kendig Keast Collaborative (KKC) for the purpose of amending Chapter 20 - Zoning of the Code of Ordinances. 
The city council will also be holding the first public hearing on an ordinance amending the city’s fiscal year 2021-2022 budget for encumbrances or purchase orders and other commitments that remained outstanding at the end of the previous fiscal year. 
The specific items include an overall revenue increase of $3,967 and an overall expenditure increase of $117,836 in the General Fund; an overall expenditure increase of $30,935 in the Water and Sewer Fund; an overall expenditure increase of $365,667 in the Solid Waste Fund; an overall expenditure increase of $1,597,768 in the Drainage Fund; an overall expenditure increase of $699,100 in the Street Maintenance Fund for street maintenance projects (tier 1 and 2); an overall expenditure increase of $57,211 in the Hotel Occupancy Tax Fund; an overall expenditure increase of $139,208 in the City-Wide Donation Fund; an overall expenditure increase of $2,300 in the Court Technology Fund for a camera system replacement; and an overall revenue and expenditure increase of $361,120 for preliminary design, design development, construction plan, bidding, and construction of an Animal Control facility in the 2022 General Obligation-Tax Supported Fund. 
The city council will also discuss and provide direction on the review and revision of Chapter 2 of the Code of Ordinances, Article III, Division 2, Rules of Meetings and Order of Business.
