Copperas Cove city council to receive update on street maintenance program, utility assistance fund

The Copperas Cove City Council will hear a comprehensive update regarding the status of the city’s Street Maintenance Program during its workshop meeting this evening before moving on to the regular meeting, where the council will hear an update on the utility administration donation assistance program. 

Public Works Director Scott Osburn will provide the council with an update on the city’s street maintenance program and the use of the 1/8-cent sales tax revenue for the maintenance, which is on the Nov. 3 ballot for re-approval in the election. 

The workshop meeting will start at 5 p.m. and will be held at the council chambers at the Technology Center located at 508 S. 2nd St. Limited in-person attendance will be permitted, subject to social distancing and mask requirements established by the Governor and health guidelines established by the city.

The public will be permitted to offer public comments telephonically as provided by the agendas and as permitted by the presiding officer during the meetings. Following the workshop meeting, the city council will hold its regular meeting, scheduled to begin at 6 p.m., which will include three public hearings and action on those items. 

The first public hearing and action is for Ordinance No. 2020-39, repealing Ordinance No. 2010-20 and removing Chapter 16.5 – Sign Regulations and replacing Chapter 16.5 with the Stay Basic Sign Regulations as recommended by the Sign Regulations Workgroup Ad Hoc Committee and the Planning and Zoning Commission. 

The second public hearing and action item is for Quintero Engineering, LLC, representing 4JC Partners, LP to reconfigure a portion of Ordinance No. 2020-44 for the Valley at Great Hills from LD (Low Density Residential), MD (Medium Density Residential) and Parks & Open Space to MD (Medium Density Residential) and Parks & Open Space, consisting of 49.74 acres which is located west of Suja Lane and south of U.S. Highway 190. 

The third public hearing is related to the above-mentioned public hearing and is for the rezoning of the same property, rezone the 49.74 acres located west of Suja Lane and south of U.S. Hwy 190 for the Valley at Great Hills from PDD (Planned Development District) to PF (Public Facility), and from PF (Public Facility) to PDD (Planned Development District). 

The council will also take action on appointing or reappointing three applicants to the Housing Authority Board. Positions 1 through 3 are up for appointment/reappointment, and the city has received three applications. 

The council will again consider and take action on a resolution establishing the Zoning Ordinance Review Committee to review Chapter 20 - Zoning Code of the Code of Ordinances, and make recommendations to the Planning and Zoning Commission for editing regulations governing land use, zoning and other matters. There was a similar action item to establish an Ad Hoc Committee which was postponed by the council at a previous meeting. 

The council will take action on authorizing the City Manager to enter into an agreement with C & C Sporting Good to provide recreation sports uniforms for the Parks and Recreation Department. 

The council will also hear from City Manager Ryan Haverlah about the Utilities Assistance Donation Program, which has been drafted with comments received from individuals throughout the community. 

After discussion and direction by the city council, a resolution establishing the program will be prepared for consideration at a future meeting. 

The council will also hear the Emergency Management Report on COVID-19 Supplemental Funding from Deputy Fire Chief/Emergency Management Coordinator Gary Young. 

The council will also hold an executive session regarding cell tower site number 374490 located at 1203 Craig St., as well as 

The council will continue an executive session for the discussions of personnel matters pursuant to Chapter 551.074 of the Texas Government Code regarding the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a public officer or employee. Any action resulting from the executive session will occur in open session.
