City council to discuss oversized vehicle parking on public streets

Two possible city ordinance amendments are on today’s workshop agenda for the Copperas Cove city council. The workshop starts at 5 p.m., and a presentation will be given regarding the parking of oversized vehicles on public streets. The amendment would call for no oversized vehicles parked on city streets between the hours of 9 p.m. and 7 a.m., without permit.
Presently there are six privately owned locations in Copperas Cove where overnight and longer term parking of vehicles takes place, such as the empty parking lot next to HomeBase, Santa Fe properties located on West Avenue B/F.M. 1113, the west side parking lot of Cinergy Cinema normally used by drivers staying at Quality Suites, Patriot Cache Storage, and Roll In Storage on South F.M. 116.
The other workshop item includes amending the Planning & Zoning Commission, which would allow the Planning & Zoning commission to be the final authority for plats of five lots or more. This ordinance would be amended to streamline the existing plat process.
During the regular city council meeting to follow at 6 p.m., two agreements are part of the meeting’s consent agenda. The first is an agreement with the Copperas Cove Athletic Officials Association (CCAOA) to provide officials and scorekeepers for the Parks and Recreation Department athletic programs. The second is an agreement with C and C Sporting Goods to provide recreation sports uniforms for the Parks and Recreation Department.
The city’s update to the Comprehensive Plan is the subject of a public hearing and a possible vote by the council.
A Developer Participation Agreement between 4JC Partners, LP and the Ciy of Copperas Cove is on the agenda this evening, for the construction of a roadway that is part of the Southwest Water improvement project and the facilitation of future development of the Valley at Great Hills Subdivision is being presented to the city council this evening.
A contract amendment with Trihydro Corporation is up for a decision by the council. This would provide additional design services for the Southwest Water Improvement, Phases II and III.
Phase 1 of the city’s Park Improvements Project has a change order that is up for approval by the council this evening. The change order is with Quality W Contractors, LLC in the amount of $120,728 for the parking lot improvements at Ogletree Gap Park. According to the agenda item, the condition of the existing parking lot was not included in the improvement project. The project is funded by 2017 and 2019 certificate of obligation bonds.
An executive session is on the agenda for this evening, with three items listed to include meeting with the city attorney regarding City Manager Ryan Haverlah, a lawsuit lodged against the city by Maverick Music, LLC, and discussion of a possible panhandling ordinance.
A time of citizens’ forum will be held prior to the start of the regular meeting.
The workshop and meeting will be held at the city’s Technology Center, located at 508 S. 2nd St.
