City council, EDC holding meetings this week

An update on the City of Copperas Cove’s Comprehensive Plan is the subject of a 5 p.m. city council workshop, given by interim city manager Ryan Haverlah.
During the 6 p.m. regular meeting, the council will discuss and possibly appoint one individual from the local development and civil engineering community to serve on the Subdivision Technical Advisory Committee (TAC). Scott Brooks, Mike Kriegel, and Josh Welch have submitted applications for that position.
The council will also consider authorizing the release of funds to purchase Certificates of Convenience and Necessity (CCN) from Kempner Water Supply Corporation for approximately 320.5 acres to serve the Valley of Great Hills land. The purchase amount for the CCN is $114,418.50 and was included as part of the 2016-2017 fiscal year budget.
Additionally, the council will discuss and take action on a resolution that would deny approval of a “distribution cost recovery factor” from Oncor Electric Delivery Company, which would increase distribution rates within the city.
Another resolution is up for approval by the council this evening. This resolution would oppose legislation that would increase the maximum transport haul weights over roadways in the city of Copperas Cove, and it would also authorize Mayor Frank Seffrood to sign letters to Congress along with the Texas legislature to oppose those increases.
A proposed $7.4 million animal shelter project is up for discussion again this evening. The shelter had been part of the discussions during the city council’s planning session, with the council at that time discussing the possibility of putting the project up for voter approval in November.
Also during tonight’s meeting, a presentation for Five Hills Art Guild activities and expenses associated with the March 16-17 Five Hills Art Festival “Go Green!” will be given to the council, with the guild requesting $6,810 in allocated reimbursements from hotel occupancy tax funds for eligible expenses related to the festival.
Tuesday’s city council meetings will be followed up on Wednesday by a special board meeting of the Copperas Cove Economic Development Corporation board at 5:15 p.m., to have a discussion with the Voss Law Firm regarding the digital sign in closed session.
The CCEDC board will then have a joint workshop meeting at 5:30 p.m., when the two groups will further discuss moving Economic Development Department employees out from under the control and direction of the city.
The meeting will take place at the city’s Information Technology building, located at 508 S. 2nd St.
