Council to hear Fort Hood joint land use study presentation

During the 5 p.m. city council workshop today, the council will hear from Stu McLennan with SGM3 Consulting, LLC, who will give a briefing about the Fort Hood Joint Land Use Study.  

During the 6 p.m. meeting following the workshop, the council is being presented with a resolution to express intent to finance expenditures for transportation projects to include the Business 190 median, The Narrows sidewalks projects, the F.M. 116 and 3046 sidewalks, and improvements to City Park pool, all totaling $1.29 million.

The council is also receiving a request to amend the land exchange between the city and Coryell County, namely extending the closing date for the swapped properties, the 2nd Street Annex and the Economic Development Corporation building, to on or before Oct. 1, 2017. 

Several city council-appointed boards will have members appointed or reappointed this evening, to include the Youth Advisory Council, the Keep Copperas Cove Beautiful Commission, the Planning & Zoning Commission, and the Board of Adjustments.

The council is also being asked to authorize the city manager to execute a contract with Bell Contractors, Inc. for the City Park sewer line replacement. The bid is in the amount of $311,422.20 and funding comes from both 2015 and 2016 certificates of obligation bonds. 

A professional services agreement is up for approval by the council with Jones-Heroy & Associates, Inc., to provide design services for an 8-inch water line, converting the Oak Hill Drive/Deer Flat to another pressure plane to improve water pressure in the area. Funding for the design will come from 2016 Certificates of Obligation in the amount of $46,575.

The council is also being asked to approve an interlocal government agreement with the Copperas Cove Independent School District for policing services at Copperas Cove High School and an interlocal agreement with CCISD to share facilities for athletic and recreational purposes.

Both the 5 p.m. workshop and 6 p.m. meeting will take place at the Economic Development Corporation building, located at 210 S. 1st St. A time of citizens forum is held at the start of the 6 p.m. meeting for those who wish to address the council.
