Council to vote on bid for $1,000,000 in park improvements

The subject of changes to the city’s parking ordinances is the topic of this evening’s Copperas Cove city council workshop, set for 5 p.m. today at the city’s Technology Building, located at 508 S. 2nd St. 
During the council’s November 21 meeting, the council held the second of two public hearings on proposed revisions to the city’s ordinances that concern the parking of trailers and RVs on the street, as well as vehicles parked in yards. 
When it came time to make a motion to take action on the changes, councilman James Pierce Jr. moved that the vote be postponed to the next council meeting due to the fact that this second public hearing was held during a holiday week and to give more people a chance to be involved, with councilman Jay Manning following the motion with an amendment of his own, to have another workshop for this ordinance change prior to the vote. Both were passed unanimously by the council members at that time, with the requested workshop to take place today.
Also during the workshop, newly elected place 7 councilman, Charlie Youngs, will take his oath of office. 
During the regular council meeting that follows at 6 p.m., the council will vote on awarding a bid to Quality W Contractors, LLC in the amount of $1,088,232.20  for phase 1 of the city’s planned park improvements. The funds for the project are coming from fiscal year 2017 certificates of obligation issued in August 2017 
Of the five bids the city received from contractors, Quality W Contractors, LLC came in with the lowest bid of the five. 
The second public hearing on an ordinance amending the Fiscal Year 2017-2018 budget for the City of Copperas Cove will be held this evening, followed by a vote on the amendment. The council will also discussion and possibly take action on the final plat for the CCISD Transportation facility located off Summers Road. 
Votes for two resolutions are up for action tonight, for candidates to serve on the Coryell Central Appraisal District Board of Directors as well as the Lampasas Central Appraisal District Board of Directors.  
The council is being presented with a licensing agreement for Amateur Radio for the city, as well as the annual agreement for fiscal year 2018 between the City of Copperas Cove and the Heart of Texas Defense Alliance (HOTDA) in the amount of four quarterly payments in the amount of $5,630. 
The Budget Plan for fiscal years 2017-2020, the official Capital Improvement Plan, or approved CIP, for fiscal year 2018, an amendment to the CIP for fiscal years 2018-2022, an amendment of the Capital Outlay Plan for fiscal years 2018-2022, as well as an amendment to the official Capital Outlay Plan for fiscal year 2018 are all up for a vote by the council this evening.
