The Copperas Cove City Council needed two executive sessions to wrap up their first meeting in new chambers Tuesday night. The first executive session came on the discussion and direction of Resolution 2013- 33 addressing the Heartwood Park plat and the subdivision ordinance requirements. “After getting the plat approved, we started drafting construction plans and were one comment away from having them approved when the city engineer resigned,” said Scott Brooks. “A new city engineer was brought in and that engineer didn’t believe that a LOMR-F was allowed by ordinance, which is what brings this back to council now.
