City Council to look at rezoning requests, November elections

The Copperas Cove City Council will meet Tuesday evening at 6 p.m. for their regular meeting, where they will hold four public hearings for rezoning requests followed by taking action on ordinances ordering a General Election and a Special Election for November 8, 2022.
The first public hearing is for rezoning property of 0.31 acres at 101 Meggs from R-1 (Single-Family Residential District) to R-3 (Multifamily Residential District). The reason given for this request is to align the existing multi-family use with the compatible zoning district, being R-3 (Multi-Family Residential District), according to the agenda packet.
The second public hearing is for rezoning of 1.931 acres at 1548 S. F.M. 116, from R-1 (Single-Family Residential District) to B-4 (General Retail District). The property is owned by Manuel Montanez. Currently, the zoning for the property 6 is R-1 (Single Family Residential District), and the proposed rezoning to B-4 (General Retail District) would allow for enhanced consistency with the 2020 Comprehensive Plan and would also pave the way for Montanez to build a steakhouse restaurant at that location.
The third public hearing is for rezoning the 18.14 acres located between 212 and 281 Skyline Drive, from AG-1 (Agricultural) to R-1 (Single-Family Residential District. The proposed rezoning “will facilitate the development of a 30-lot single family residential subdivision, known as The Reserve at Skyline Mountain - Phase 2,” according to the agenda packet.
The fourth public hearing is to rezone 108.39 acres located near 2955 Grimes Crossing Road from AG-1 (Agricultural) to R-1 (Single-Family Residential District), for the development of a 149-lot single family residential subdivision, known as The Village at Skyline Mountain packet.
The city council will take action on an ordinance ordering and establishing procedures for a General Election on November 8, 2022.
There will be three council positions, Place 3, Place 4 and Place 5, on the ballot for this election.
Currently, there are four candidates who have submitted applications to be on the ballot. They include Shawn Alzona, the incumbent for Place 3; Dianne Campbell, the incumbent for Place 5; Manuel ‘Monty’ Montanez, also for Place 5; and John Hale for Place 4.
Applications for a place on the ballot can be filed with the City Secretary’s office through Monday, August 22, 2022, Monday through Friday, during business hours of 8 a.m. to 5 p.m.
The city council will also take action on an ordinance ordering a Special Election to be held on November 8, 2022. The purpose of the Special Election is for voters to decide on a proposition that would reduce the sales tax collected by the City of Copperas Cove, from 3/8-cent to ¼-cent, and increase the 1/8-cent of sales tax currently allocated to street maintenance and repair to 1/4-cent.
The city council will also consider appointing one member to the International Code Review Ad Hoc Committee. There is only one application received, from a Denver Carlton Tippit, who has 18 years of experience in the construction industry as a home builder.
The city council has an Executive Session on the agenda, to consult with legal counsel and deliberate the property located at 1012 North Dr., which is the location of the Copperas Cove Senior Center.
The council meets in the Council Chambers at the Technology Center located at 508 S. 2nd Street. The meeting will also be live streamed via the city’s YouTube Channel and also on local Spectrum Channel 10.
